On Feburary 16, Tian Lipu, commissioner of SIPO, attended the working
meeting of Patent attorneys practical skills training.During the meeting,
Tian delivered a speech.He said, the development of Patent Commissioning
and the implementation of IP stratety hings on the capability and quality
of patent attorneys. At present, training of practical skills is changing
from  partial pilots to overall popularization. Adhering to training work
of practical skills and enhancing the service quality and capability is
very important to complete all the tasks of IP work.

    According to Tian, nowadays, China's IP work is encountering important
strategic development period, patent commissioning is one important part
of IP services and makes more and more contribution to development of economy
and society. In 2011, great achievement has been made in talent-training work.
In 2012, all related departments made every effort to implement "Implementing
Plan of Practicing Skills Training Work(2011-2015)".They not only provided
great support but also took active part in practical skills training work.
In sum,practices training work is a nationwide systematic project, which
demands local patent administration to try their best  to collect kinds of
 resourses and give response to the requirement from all levels of the society.
 By discarding the idea of "waiting, depending and asking", they should conduct
 intensive research and deliberate planning, strengthen inspecting and checking
so as to make up for "talent shorting".

       He Hua, deputy commissioner of SIPO attended the meeting and delivered
 a speech. He said, the lack of opatent agent talents and the scarcity of
service capability is becoming the bottle-neck for restricting the development
of patent course. Practices skills training should focus on demand orientation
and improving training  results, with the aim of making the patent attorneys
understand and grasp. Local administration should seriously obey leader's
obligation,and build up practices training teachers
        Person-in-charge of the law affairs department of SIPO drew a conclusion
at the end of meeting and announced that, according to statistics, by the end
of 2011, there are 869 patent and law office, more than 1,2991 people got the
patent attorney certificate, and there are 7220 practicing patent attoreys
altogether in China.
